Evaluation of the Global Projects, focus: locally led approaches

The German Red Cross is seeking a consultant to undertake an evaluation of the Global Projects, with a focus on how these contribute to strengthening locally led approaches. The Global Projects, funded by the German Foreign Office, allow GRC to respond to humanitarian needs worldwide in cooperation with sister National Societies, as well as to invest in strengthened technical capacity.

The German Red Cross is currently implementing phase two (2023-2025) of the Global Projects I and II. Funded by the German Federal Foreign Office, the Global Projects allow for a more flexible approach towards meeting priority humanitarian needs in case of crises and disasters implemented through GRC´s sister Red Cross and Red Crescent National Societies, as well as to strengthen their technical and material preparedness and operational capacities for fulfilling their respective mandate. By promoting learning and innovation in areas such as Anticipatory Action, humanitarian Disaster Risk Reduction, and Health, but also cross-cutting topics such as Humanitarian Assistance in the Urban Context, Climate Change and Digitalization/ Information Management, the Global Projects furthermore contribute to strengthening and further developing the capacity of the RCRC Movement and the wider humanitarian system. The proposed evaluation shall aim to analyze the contribution of GRC through the Global Projects towards strengthening “locally led action” via the different partnerships and approaches with Host National Societies and to generate learnings from the different approaches implemented with a view to improving the Global Projects´ general programming and impact on locally led action.
