Role of the Red Cross and Red Crescent Movement

German Red Cross field personnel, also called delegates, are involved in either relief operations or development projects. German Red Cross delegates work for the International Red Cross and Red Crescent Movement, which is composed of three different entities with specific mandates:  the International Committee of the Red Cross (ICRC), the International Federation of the Red Cross and Red Crescent Societies (International Federation) and the National Red Cross and Red Crescent Societies. In Germany, German Red Cross (GRC) is the National Red Cross Society.
 
During international armed conflict or situations of internal strife, the ICRC is responsible for providing protection and assistance to those affected by the conflict, as well as coordinating the international activities by the Movement. In addition to emergency assistance, the ICRC is also the guardian of International Humanitarian Law (IHL).
 
In case of natural and man-made disasters, the Federation is responsible for the coordination of international activities of the Movement, if the respective National Society requests international assistance. In addition, the Federation supports the building of capacities of National Societies as well as their organizational development. The German Red Cross also supports National Red Cross or Red Crescent Societies in capacity building projects.
German Red Cross usually works bilaterally with the respective National Societies and well coordinated with the ICRC, the International Federation and/or other Red Cross/Red Crescent Societies in country.
 
Donations from the German public, funds from the federal government, the EU and other donors enable the German Red Cross to provide international humanitarian assistance by providing financial support and/or by sending skilled field personnel abroad to support the work of the ICRC, the International Federation and/or the National Society in country. During and after their mission, delegates are expected to contribute to the German Red Cross media work.
