Integrated community-based disaster preparedness in East Jerusalem and Salfit.

The humanitarian situation in the Palestinian Territories has again deteriorated. The unresolved Israeli/ Palestinian conflict is ongoing and regularly results in serious and repeated humanitarian emergencies. The German Red Cross (GRC) supports its partner organization, the Palestinian Red Crescent Society (PRCS) in establishing self-help capacities in East Jerusalem and Salfit in the West Bank. The long-term objective of this project, which is financed by the German Ministry of Foreign Affairs, is to improve the preparedness capacities of the local population, focusing in particular on children and youths.

Children and youths are particularly affected

For many years now the humanitarian situation in the Palestinian Territories has been deteriorating, and a further extension and escalation of the conflict and violence is unfortunately considered very likely. This applies in particular to the GRC project areas in East Jerusalem and in the West Bank. Children and youths are particularly affected by the consequences of the conflict. They are often injured or killed and suffer frequently under various forms of conflict-related post traumatic stress disorders.

Integrated disaster preparedness

Due to the specific circumstances, there is high demand for conflict sensitive and well-coordinated measures of community based disaster preparedness. Therefore GRC is supporting the Palestinian Red Crescent Society in equipping and training staff, volunteers and community members in the field of first aid and disaster management. The objective is to establish decentralized volunteer networks and to continuously strengthen the self-help capacities and preparedness capacities of the local population.

Focusing on schools and youth centers

Schools and youth centers are playing a key role in the GRC project communities. Together with them, it is planned to conduct risk analyses, develop evacuation plans, run child-friendly evacuation drills and to carry out First Aid Trainings. These measures are complemented by integrated psychosocial support measures as well as by general health care activities.
